The licensee was cited for a total of 6 violations during this inspection, of which 3 are repeat violations. According to ATF O 5370. 1B, the following violations warrant Administrative Action : #1. The licensee failed to prevent the transfer of a firearm to an underage person in redacted instance. redacted #2. The licensee failed to prevent the transfer of a firearm to a person whom the licensee had reasonable cause to believe was prohibited from receiving/possessinq firearms in redacted instance. redacted Violation #1 is not a repeat violation, and according to ATF O 5370.1 B the issuance of a Warning Letter is warranted. Because Violation #2 is a repeat violation, and the licensee was previously issued a Warning Letter during the last inspection, a Warning Conference is warranted according to the inspection history category of ATF O 5370.1B. Both of the violations identified above occurred in only redacted instance, and all of the violations cited during the inspection occurred at an error rate of less than 1%. In addition, the licensee has shown improvement since previous inspections. Based on the considerations noted above, Investigator redacted alternatively recommends the issuance of a Warning Letter without a Recall inspection .

I have reviewed the inspection report and I concur with the recommendation of the IOI for Viols WL Only and No Recall Inspection. The noted violations that would warrant a warning conference occurred in only redacted instance. Only one of the violations is a Repeat Violation.
Out of the six violations, two warrant an administrative action of either a warning letter or a warning conference. Concur with recommendation of a warning letter based on the minimum instances in which the violation of 27 CFR 478.99(c)(9) occurred and for violation of 27 CFR 478.99(b)(1).
