This is the licensee's first compliance inspection since beginning business in 2014. The licensee was cited for twelve (12) violations of which one (1) violation rises to the level of revocation. The licensee stopped maintaining an acquisition and disposition ( A&D ) bound book on September 30, and continued to receive and sell firearms until April 11,2016, which is the date that the compliance inspection was initiated. This caused redacted firearms to be acquired and disposed without being entered into an A&D bound book record. There were a total redacted &D bound record discrepancies overall. However, all firearms on hand in the physical inventory were ultimately reconciled to the A&D bound book record and no firearms were reported missing. All other cited violations rise to the level of a warning letter only. Therefore, a DIO held WC and Recall Inspection is recommended in lieu of revocation. On 06/23/2016 the DIO concurred with the recommendation for a warning conference in lieu of revocation. On 06/24/2016 CFD Counsel and SAC concurred with a DIO held warning conference in lieu of revocation. On 06/28/2016 a warning conference invitation letter was mailed. On 07/19/2016 a warning conference was held at the Indianapolis Field Office II located in Indianapolis, IN. Representing the licensee was Mr. redacted Representing ATF was redacted DIO, redacted Are Supervisor, redacted Investigator and redacted Industry Operations Analyst. The licensee's past and current compliance inspections were discussed in detail. The licensee was warned that any future repeat violations could be considered willful and could result in the revocation of the license. On 07/22/2016 a warning conference follow-up letter was sent via certified, return receipt requested certified mail. On 07/27/2016 the return receipt for the follow-up letter was signed. Recommend Recall Inspection.
