Conduct Firearms Disposition Emphasis Inspection. Refer to IOI Manual, Chapter C - Firearms Inspections and FY 17 Domain Assessment. Conduct 100% inventory and ATF Form 4473 review unless authorized in advanced by Area Supervisor and DIO .
Licensee had redacted untimely acquisitions and redacted untimely dispositions; this accounts for 14% and 54% of all transactions respectively. However, licensee was able to reconcile all missing firearms via pawn tickets immediately. Issues with acquisition and disposition ( A&D ) record stemmed mostly from not duplicating work in Pawnmaster software that licensee is using. Licensee plans to do away with bound book and rely on computerized A&D record going forward, which should resolve most issues. Recommend a recall inspection to ensure compliance in future.
Agree with IOIs alternate recommendation of WL and Recall in lieu of WC . Untimely acquisitions and dispositions were a result of issues with Pawnmaster. Licensee was able to immediately reconcile all missing firearms via pawn tickets. Licensee plans to do away with PawnMaster and rely on computerized A&D record going forward.
