Conduct Firearms Disposition Emphasis Inspection per DAD Graham's request. Refer to IOI Manual, Chapter C - Firearms Inspections and FY 16 Domain Assessment. Conduct 100% inventory and ATF Form 4473 review unless authorized in advanced by Area Supervisor and DIO . Please conduct this compliance inspection in conjunction with the change of address inspection.
Report of Violations; Warning Letter; No Recall Inspection . A report of violations with a warning letter and no recall inspection is recommended for the following reasons (1) Licensee was missing redacted firearms after inventory reconciliation; and (2) Licensee failed to report a theft or loss of a firearm to both ATF and local law enforcement. A warning letter with no recall inspection is recommended in lieu of a warning conference for several reasons. First, Licensee mistakenly believed that redacted of the firearms missing from inventory was in the possession of the Mobile, AL Police Department and not actually missing. Licensee made multiple attempts at confirming the police department’s possession but they would not confirm or deny, contributing to Licensee’s confusion and failure to report the firearm as lost or stolen. Second, Licensee has instituted several new policies in an effort to improve firearms security and accountability, as discussed in Section 4 - Acquisition & Disposition ( A&D ) Record - Inventory. Licensee started devising the new policies prior to the commencement of the instant inspection on September 20. 2016. Finally, Licensee acknowledged its mistakes, was receptive to suggestions for improvement, and strongly emphasized that it takes its responsibilities under the Gun Control Act seriously. Licensee has been proactive in its approach to firearms security and accountability since the arrival of new firearms management in mid-2016. The management team’s new policies had recently been implemented in the field when the ATF inspections began in fall of 2016. Licensee continued to work on improving firearms security throughout the time the current inspection has been open, and used feedback received from the inspections to address any non-compliance by certain branches and to further improve any gaps in security or accountability.
