There was one violation that rose to the level of a warning conference: Failure to prepare and submit an ATF Form 3310.4, Report of Multiple Sale or Other Disposition of Pistols and Revolvers, for the sale of two or more handguns to the same individual within a five business day period in redacted instances involving redacted firearms. Per Exhibit 1 of ATF O 5370.1 B, dated February 8, 2013, a warning conference is warranted for failure to file multiple sales reports when legally required redacted. A warning letter in lieu of a warning conference is recommended based on the following: 1 .The corporation underwent a change of control in December 2015 with a new owner taking over the business. The new owner is learning the business under the guidance of the previous owner who is acting as a consultant. 2. The new licensee is fully cooperative and very willing to learn and abide by the regulations. 3. Full compliance is expected in the future.

DIO concurs with recommendation of WL and No Recall Investigation. Out of the three violations, only one rose to the level of an administrative action for violation of 27 CFR 478.126a in that the licensee failed to complete multiple sales report of firearms in redacted instances, which warrants a WC .
