While the Federal Firearms Administrative Action Policy and Procedures warrants a Warning Conference to be held for P.T. and M.V. Cook, IOI redacted is recommending a Warning Letter in lieu of a Warning Conference. The determination for the Warning Conference was concluded based upon a failure to timely/and or correctly record the required acquisition and disposition entries for redacted of the licensee’s total acquisitions, with a minimum instances, during the inspection period. Since this is the licensees' first compliance inspection, IOI redacted believes that with proper guidance and instruction that was provided during the inspection and at the closing conference, the Cooks should not have the same Acquisition and Disposition ( A&D ) violations in the future. Also, due to the low volume of business conducted during the inspection period, the statistical data reflects a high incidence rate of failing to timely and/or correctly record acquisition and disposition entries which should be taken into consideration as well. Based upon the explanation of the errors provided and the proactive correction of these errors as reflected in Exhibit 2, this appears to have been a misunderstanding of proper record keeping requirements.
Concur with the assigned lOI's recommendation for a warning letter.
