DIO concurs with Area Supervisor's recommendation of a WL Only and No Recall Inspection for the violation of 27 CFR 478.99(c)(1) for the failure to prevent the transfer of a firearm when the purchaser answered yes to question 11b involving redacted ATF Form 4473 .
