However, since this is the licensee’s first compliance inspection, IOI redacted has observed that willfulness is not a factor. IOI redacted is confident the violations have been corrected and mitigated. lOI redacted is recommending an alternate recommendation of warning Letter and Recall Inspection. This inspection is the result of a compliance inspection, which was conducted on May 19, 2000. There were approximately 1,017 dispositions during the review period redacted were found to have disposition errors, all but three were reconciled, resulting in a theft/loss report for three firearms. The alternate recommendation is based on this truly being the licensee’s first compliance inspection, IOI redacted as observed that willfulness is not a factor. IOI redacted is confident the violations have been corrected and mitigated. IOI redacted is recommending an alternate recommendation of Warning Letter and Recall Inspection. This inspection, although a recall inspection is the result of a compliance inspection, which was conducted on May 19, 2000.
