A Warning Letter and Recall Inspection are recommended in lieu of a Warning Conference due primarily to the fact that this is the first compliance inspection since issuance of the license in April 2014, as well as the following mitigating factors: (1) The licensee primarily operates as a gunsmith, performing laser engraving services on firearms, components and miscellaneous accessories. Retail sales are restricted to special orders and dealer transfers. Only redacted ATF Forms 4473 were completed during the last 12 months. (2) None of the violations disclosed would affect the legality of any transfer, and the actions of the licensee, or lack thereof, do not pose a significant risk to public safety.

The licensee was able to correct the A&D Record during the inspection and no missing firearms were disclosed. (4) The licensee was responsive to the corrections and suggestions provided by IOI redacted to prevent future violations.
Three violations warrant an administrative action involving both a warning conference and warning letter. Based on this being the FFL 's first compliance inspection, and the recommend we proceed with WL With No Recall Inspection .
