Conduct Firearms Disposition Emphasis Inspection. Refer to IOI Manual, Chapter C - Firearms Inspections and FY 17 Domain Assessment. Conduct 100% inventory and ATF Form 4473 review unless authorized in advanced by Area Supervisor and DIO .
Agree with IOIs recommendation of Alternate recommendation from Warning Conference to Warning Letter and Recall based on following: Licensee had redacted ATF Forms 4473 with violations, including redacted wherein licensee accepted a non-qualifying permit in lieu of conducting a National Instant Criminal Background Check System ( NICS ) check. An inventory of 198 firearms did not disclose a single violation. ATF Forms 4473 numbered at 949 forms with no other violations meriting any more than a warning letter. However redacted stolen firearm was disclosed passing through this FFL ’s inventory; and its origins bring some questions, which should be followed up upon, in a recall inspection. This is licensee’s first inspection and appear to be attempting good compliance; recommend only warning letter and recall to further this compliance.
