On March 13, 2017, Industry Operations Investigator, ( IOI ) redacted conducted a Firearms Disposition Emphasis Inspection at the premises of GEM CITY Pawn & Loan LLC. The inspection covered the period of March 13, 2016, to March 14, 2017. The inspection disclosed the following: seven violations. Those violations involved: 1) 27 CFR 478.21(a) in redacted instances, 2) 27 CFR 478.124(c)(1) in redacted instances, 3) 27 CFR 478.124(c)(3)(i) in redacted instance, 4) 27 CFR 478.124(c)(4) in redacted instances, 5) 27 CFR 478.124(c)(5) in redacted instances, 6) 27 CFR 478.126a, in redacted instance, and 27 CFR 478.99(c) in redacted instances. Further inspection disclosed, 142 firearms on hand in physical inventory, 272 ATF F 4473 on file/reviewed, and 51 NTN provided by FBI- NICS . No further field actions taken.
From March 13-17, 2017 Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) Senior Industry Operations Investigator (SlOI) redacted conducted a compliance inspection on federal firearms licensee ( FFL ) GEM CITY Pawn & Loan, LLC. Licensee was cited for seven (7) violations of the Gun Control Act , including several instances of not certifying ATF Form 4473 and allowing transactions to be completed for those who appeared to be prohibited on form (ultimately not prohibited). Agree with SIOI redacteds recommendation of issuance of warning letter and conducting a recall inspection in one to two years.
