It is recommended that a Warning Letter be issued to Paul Gibertini in lieu of a Warning Conference.
This license was issued in 2012 and this was the first compliance inspection conducted of this FFL . Mr. Gibertini does at least 60% gunsmithing work vs firearms transfers and had very minimal Form 4473 errors due to the use of an e4473 software program. It was disclosed that he had “reused” NICS approvals redacted occasions during the previous 12 months which could justify a recommendation Warning Conference. Mr. Gibertini stated that he completely misunderstood the explanation of the NICS regulations regarding the 30 days for which the NICS approval is valid. He stated he understood it to be for any transfers conducted to that individual during the 30 days. A check of all individuals involved in redacted instances disclosed no prohibiting criminal histories and all possess current/valid State of Illinois FOID cards. Therefore, it is recommended a Warning Letter be issued to Paul G bertini in lieu of a Warning Conference. With DIO concurrence Warning Letter signed and mailed by A/S redacted on 11/20/15.
DIO concurs with warning letter in lieu of warning confernence, once corrections are made.
