Inspection Timeline

Violations- WL Only and No Recall Inspection . Based upon violation 1, Report of Violations ( ROV ), Attachment 1, a Warning Conference is warranted. However, IOI redacted is recommending a Warning Letter in lieu of a Warning Conference. In this instance, this is the licensee’s first compliance inspection since the issuance of the license. Furthermore, since the amount of firearm acquisitions during the inspection period was redacted and there were nine personal, non-tagged, and non-segregated firearms found mixed in with the inventory, this creates an inflated statistical result of 40.9% in the “Other Statistics-failure to timely and/or correctly record acquisition entries"" segment of the ATF Workbook. It should be taken into consideration that there were a total of 127 firearms in inventory and that these nine “personal” firearms were acquired before the issuance of the license. If this factor were to be taken into account, this would bring the failure to timely and/or correctly record the required acquisition entries to 7% which would warrant a Warning Letter. It should also be noted that Mr. Hatfield and Mr. Johnson had all of the ATF paperwork organized with no other errors found. They assisted IOI redacted during all facets of the investigation and insured IOI redacted this type of error will not happen again in the future. When IOI redacted returned on 8/3/16 to hold the closing conference, it was discovered that Mr. Johnson and Mr. Hatfield had separated all of the business inventory from any personal firearms. They were placed into separate safe and they tagged all firearms to correlate to the A&D book before IOI redacted's instruction to do such. Mr. Hatfield also showed IOI redacted an electronic (Excel) personal firearm log based upon his request
Due to the limited number and circumstanses of the violations, the DIO concurs with the alternate recommendation for a warning letter.
