Conduct a DE compliance inspection. See attached trace with sole RP listed as the buyer of the firearm. Ensure proper procedures are followed for disposition to personal collection and advise licensee of best practices for subsequent transfers from his personal collection.
Recommend ROV only no recall . Small volume, mostly forms administrative errors. Licensee failed to eecute a form 4473 however he ststaed he knew the purchaser and would have him fill out the form.
Failure to complete a Form 4473 for the transfer of a firearm merits consideration of a Warning Conference, however a background check and Wisconsin Handgun Hotline Form had been completed for this transaction. The recommendation is Warning Letter. Alternate approved by Acting DIO redacted 8/3/16.
