An unannounced onsite Recall DE Manufacturer of Firearms Inspection of Harrold, Vickie Marie, dba : Quarter Minute Magnums/QMM, was conducted at the licensed business premises in Lewiston, Idaho. This inspection was conducted concurrently with an inspection of one (1) other FFL located at the same business premises address: Harrold, Vickie Marie, dba: Quarter Minute Magnums; 9-82-069-01-8D-01367 (Dealer in Firearms); Ul# 787065-2017-0175-BIB. The licensee has no approved variances on file. The licensee/manufacturer failed to completely identify firearms manufactured by applying the city and State where the manufacturer maintains their place of business (Lewiston, ID) on six (6) firearms. Report of Violations ( ROV ) issued. Under current administrative guidelines, a Warning Conference ( WC ) would be merited for the failure of the licensee to properly mark manufactured firearms. SIOI redacted offers an alternate recommendation of a Warning Letter ( WL ) and Recall Inspection as both SIOI redacted ATF Area Supervisor (AS) redacted thoroughly discussed firearm marking requirements and ATF Ruling 2013-3 (Adopting Identification of Firearms) with Mr. and Mrs. Edwards. They declared that they now completely understand the requirements and will mark all firearms with “QMM; Lewiston, ID” to comply.
An inspection was conducted to determine if the licensee is operating in compliance with Federal Firearms Laws and regulations. The inspection disclosed one violation for failing to properly mark firearms. The licensee was advised that ALL firearms must be properly marked with the Name and City State. The licensee was also advised that a marking variance may be obtained but cannot be implemented until approved by ATF. A Report of Violations was issued to the licensee. It is recommended that a Warning Letter be issued with a recall inspection recommended.
