IOI redacted recommends an alternate of WL Only and Recall inspection due to a decrease in incorrect A&D entries from redacted instances to redacted instances. There were redacted firearms not logged out compared to redacted last inspection. The percentage of incorrect A&D entries were 0.4%. The percentage of untimely A&D entries were 2.6%. There were redacted firearms reported lost mainly due to the disorganization of the business premises and IOI redacted having to close the inspection due to the length of time spent on the assignment. Mr. Chapman was locating firearms until the date of the closing. The licensee stated he has acquired knowlegeable staff and decided to train and authorize other employees besides himself to make entries in the A&D record. IOI redacted did observe Mr. Chapman starting to train and use his staff towards end of the inspection. Mr. Chapman also stated he plans to implement a system to better track the movement of firearms on the business premises to make it easier to locate firearms.
During this inspection, seven violations were cited. One violation warrants a recommendation of warning letter for redacted missing firearms. A firearms license was issued to the licensee in August 2012. The first compliance inspection for this licensee occurred in September 2014. During that inspection, the licensee was cited for recordkeeping violations under 27 CFR 478.123(a), (b) and (d). None of these citations included missing firearms. The licensee has not been cited for any missing firearms under this license. Therefore, this inspection warrants a straight warning letter, which is being rendered.
