The justification for the recommendation is as follows: - The licensee is a high volume dealer with only redacted instance of this type of violation. - The violation is not a repeat violation. - Overall the licensee has strong internal controls. - The licensee was educated by IOI redacted on the proper transfer of firearms to members of the armed services. - The licensee does not pose a risk to public safety.
