The licensee was educated with the proper procedures for transferring a firearm to a non licensee. The licensee stated that he now understands the proper procedures.
This licensee is a low volume firearms dealer who transferred a firearms to an unlicensed gunsmith and failed to run a TICS check or complete an ATF F 4473 . In addition, this icensee failed to record this transfer as a disposition in his A&D Record Book. As the lead IOI believes that this licensee has been educated about this type of transaction, and does not believe that this violation will be recur, the DIO concurs with the alternate recommendation of Warning Letter in Lieu of a Warning Conference.
