Alternate recommendation of WL in lieu of WC recommended. Failing to complete redacted ATF Form 4473 calls for WC. The redacted ATF Form 4473 that was not completed was for the transfer of redacted weapon.
The redacted violation that was disclosed requiring a Warning Conference was a failure to complete redacted ATF Form 4473 for the transfer of redacted firearm. However the firearm in question was redacted that is now registered to the purchaser and a back ground was approved. The AS beleives this does mitigate the violation as traceability is not effected.
