Conduct a full scope SWB - DE (Manufacturer) compliance inspection while evaluating for trafficking indicators; Assure compliance with current provisions of GCA . Retain hardcopies of issued ROV (if any) and/or Ack of Regs for file retention.
Reid inspection performed 10/31-11/15/16; a ROV was issued for six lower-volume recordkeeping violations (only one of which is a repeat violation), a single-instance conduct of business violation and a single low-volume administrative violation. Although the licensee's failure to timely/accurately record acquisition entries in their A&D Record merits a Warning Conference by policy (due to the licensee receiving a previous Warning Letter for the same violation), it is alternatively recommended that the license receive another Warning Letter only (with a Recall Inspection this time) as the discrepancy rate for the violation was reduced from 27% to 9%, and the remaining identified violations merit a Warning Letter or less in response. With DIO concurrence, a Warning Letter was generated and sent to the licensee (via certified post with return receipt) on 12/28/16. No further field action required
