A full field compliance inspection was conducted on September 14, 2015 by IO Investigator redacted at the licensed premise of KMR Enterprises LLC; d/b/a Security Firearms. Owner Kevin Ryder was interviewed during the course of the inspection. The inspection covered the period of December 9, 2010, through September 14, 2015. One violation was cited as a result of the inspection. A Warning Letter in lieu of a Warning Conference is recommended. A Recall Inspection is further recommended.
A Warning Letter in lieu of a Warning Conference is recommended. As the result of the first compliance inspection of KMR Enterprises LLC, the licensee was cited for failing to complete ATF Form 3310.4, Report of Multiple Sale of Other Disposition of Pistols and Revolvers, on redacted occasions. Kevin Ryder had never reported a multiple handgun sale since obtaining the FFL and stated that he was unaware of the requirement. With DIO concurrence Warning Letter signed and mailed by A/S redacted on 10/5/15.
DIO Concurs with issuance of a warning letter. This was the licensee's first inspection. Furthermore, the licensee is a low volume dealer, and does not have a trace hisotry. The licensee's records were in order with the exception of submission of Multiple Sale Reorts, a requriement that he was apparently not fully aware of. It is reasonable that a warning letter is sufificent action to bring the licensee into compliance with regard to the requirements to submit Multiple Sale Reports.
