Conduct a full scope SWB - DE (Manufacturer) compliance inspection while evaluating for trafficking indicators; Assure compliance with current provisions of GCA . *NOTE: Retain hardcopies of issued ROV (if any) and/or Ack of Regs for file retention.
Field inspection performed 11/30-12/06/16; a ROV was issued for two recordkeeping violations and a single low-volume administrative violation. Although the licensee's failure to timely record disposition entries within their A&D Record merits a Warning Conference by policy, it is alternatively recommended that the license receive a Warning Letter and a Recall inspection as (1.) the conference-qualifying violation involved a bulk transfer of redacted firearms to another licensee who was performing a finishing process, and (2.) the absense of any compliance history for this licensee. With DIO concurrence, a Warning Letter was generated and sent to the licensee (via certified post with return receipt) on 1 /23/17; a Recall inspection was staged for compliance follow up on this same day. No further field action required at this time.
I concur with the Area Supervisor's alternate recommendation of Warning Letter and recall inspection .
