The recommendation is made for the following reasons: (1)Licensee failed to record any transferee identification or valid and complete transferee identification on redacted out of 60 ATF F 4473s reviewed; (2)Licensee transferred a firearms to a retired law enforcement officer without conducting a NICS check; (3)Licensee accepted an Ohio concealed carry permit issued prior to March 23, 2015 in lieu of a NICS check in redacted instances; (4)Licensee accepted a concealed carry permit issued by a state other than Ohio in lieu of a NICS check in redacted instances; and (5)Licensee failed to timely maintain records of dispositions on more than 10 percent (redacted instances) of Licenseeโs total dispostions during the inspection period.
