Conduct full manufacturer of firearms inspection. Refer to IO Manual Chapter C - Firearms Inspections and FY 15 Domain Assessment. Ensure licensee has filed all AFMERs , if any are missing obtain them during inspection. Conduct 100% inventory and ATF Form 4473 review unless authorized in advanced by Area Supervisor and DIO .
Agree with IOIs recommendation of Alternate from Warning Conference to Warning Letter and Recall in FY 17. This was licensees first inspection since issuance of license in March, 2014. The high percentage of errors in recording the certification and/or transfer date on ATF From 4473 and the failure to record accurate identification information on just over five percent of the forms viewed warrants a Warning Conference. All open dispositions in A&D Record were on the premises. In addition, his main source of income redacted. A small percentage of his business deals with the transfer of firearms. There was no willfulness disclosed. Licensee was careless in completing his portion of the forms because a majority of his customers are acquaintances. He willingly photocopied each page of the ATF From 4473's with errors and completed the necessary corrections to the extent of calling the customers and having them return to the business premises for the correction. Lastly, the licensee agreed to implement a weekly review of the ATF Form 4473s to enhance his internal controls
