Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) Industry Operations Investigator (Investigator) redacted conducted an onsite firearms compliance inspection of type 07, Manufacturer of Firearms, Federal Firearms Licensee Loader Monkey LLC on January 6,2017. A closing conference was held with the licensee on February 13,2017, at the ATF Ann Arbor Office located at 200 E. Liberty Street, Suite 250, Ann Arbor, Michigan. The inspection was conducted at the licensed business premises located at 15323 Bentwood Trail. Petersburg, Michigan. Present during the inspection was owner and responsible person Jack Williams Abrams. Mr. Abrams' identity was verified by his redacted driver’s license (redacted). With permission of the Area Supervisor, the inspection was announced. The licensee only has evening and weekend business hours listed in the Federal Licensing System. The inspection was conducted to determine compliance with federal firearm laws and regulations. The inspection period ranged from June 7,2013 to January 6,2017. Three violations were cited. Three violations were cited. Two referrals were generated. A warning letter In lieu of a warning conference is recommended. This was the licensee's first compliance inspection since obtaining the federal firearms license. The licensee has corrected all his records and will not manufacture any firearms until he is able to mark them according to regulation.
This inspection involved an inventory of firearms and the examination of redacted forms 4473 . During the past twelve months, the licensee acquired and disposed of redacted and redacted firearms. respectively This inspection resulted in 3 violations Notably, the licensee was cited for 470.92(a), in redacted instances. In that this was the licensee’s first compliance inspection, and the licensee was cooperative and responsive toward the end of compliance, I recommend a Warning Letter in lieu of a Warning Conference.
A warning conference is prescribed by ATF O 5370.1C because the licensee failed to mark manufactured firearms appropriately. I recommend a warning letter with recall inspection . Although there were no traces, trafficking indicators, multiple sales , or missing firearms, the licensee still had numerous errors and showed a lack of understanding of multiple requirements unique to a firearms manufacturer. A recall inspection is warranted to ensure he has learned and applied the lessons of this inspection and obtained the requisite marking variance for the firearms he produces.
