Senior Industry Operations Investigator (SIOI) redacted conducted a Southwest Border Disposition Emphasis inspection at Lonestar Handgun, LLC on June 7th and 8th 2016. There was no advance notification provided. Mr. Joshua Felker, President of Lonestar Handgun, LLC and redacted, Store Manager were interviewed during the inspection. The closing conference was held on June 8, 2016, and three violations were cited at the conclusion of the inspection. An alternate recommendation of a Warning Letter is being recommended in lieu of a Warning Conference. Mr. Felker was cited for three violations and the main violation was for failure to prepare and submit a report of multiple sales report (ATF F 3310.4) on redacted instances. redacted stated she believes redacted of the unreported multiple sales reports were a result of firearms being transferred to the original owner from another Federal Firearms Licensee. However, redacted could not locate any documentation that the firearms being transferred originally belonged to the original owner. Also this was the first inspection with violations being disclosed. The FLS database should be updated to reflect Mr. Felker’s home address as redacted however Mr. Felker is in the process of moving a modular home to the licensed business premises. Also the business hours are Monday thru Saturday 10:00am-6:00pm and closed Sundays and Mr. Felker’s email address is redacted@lonestarhandgun.com.
During this inspection, cited were 3 recordkeeping violations. The failure to report the multiple sales of handguns as well as certain rifles warrants a recommendation of warning conference. This was the licensee's second compliance inspection. The first compliance inspection resulted in a recommendation of no violations. The RP apologized for the errors. The multiple sales reports were immediately completed and submitted to ATF. There were redacted dispositions not recorded, but no acquisitions not recorded or untimely recorded. There were no traces for this licensee during the inspection period and no transfers to prohibited persons. An alternate recommendation of warning letter and no recall inspection is recommended.
