Conduct Firearms Disposition Emphasis Inspection. Refer to IOI Manual, Chapter C - Firearms Inspections and FY 16 Domain Assessment. Conduct 100% inventory and ATF Form 4473 review unless authorized in advanced by Area Supervisor and DIO .
Agree with IOIs recommendation of alternate from Warning Conference to Warning Letetr and Recall for FY 17. Licensee failed to annotate ID information on redacted out of 16 ATF Forms. The low volume of forms resulted in the one error producing a 6.3% error rate. Alternate recommendation is made due to trie following factors: 1 .Licensee was cited for two violations of the Gun Control Act . The other violation did not warrant any administrative action further than a warning letter. 2. Licensee was not cited for any violations under regulation 27 CFR 478.124(c)(1) (errors on transferee section). This shows licensee pays close attention to detail on forms and this was an isolated error. 3. Licensee was immediately able to correct the error and demonstrated clear understanding of the regulation. 4. Low volume of forms created a higher percentage error rate and is not a true representation of the totality of the inspection. A recall inspection is recommended to ensure licensee is complying with laws and regulations
