Conduct full manufacturer of firearms inspection. Refer to IO Manual Chapter C - Firearms Inspections and FY 16 Domain Assessment. Ensure licensee has filed all AFMERs , if any are missing obtain them during inspection. Conduct 100% inventory and ATF Form 4473 review unless authorized in advanced by Area Supervisor and DIO .
The compliance inspection was Licensee's first since being qualified in 2012. Licensee failed to complete ATF Forms 4473 and NICS background checks on dispositions to responsible person Lawrence Uhrig. Mr. Uhrig logged the dispositions in the A&D Record as "personal collection." He stated that he did not know that he was required to treat himself as a third party, to include completing a 4473 and NICS check. Mr. Uhrig assured IOl redacted that he will fully comply with all requirements in all future transactions. Other than the failure to complete 4473s and NICS background checks on responsible person Uhrig, no violations were identified during the inspection. Due to Licensee's overall compliance with the regulations except as identified above, IOI redacted concluded that a warning letter with no recall inspection is warranted.
