Conduct Firearms Disposition Emphasis Inspection. Refer to IOI Manual, Chapter C - Firearms Inspections and FY 16 Domain Assessment. Conduct 100% inventory and ATF Form 4473 review unless authorized in advanced by Area Supervisor and DIO .
Licensee was cited for eight (8) violations of the Gun Control Act . Of these violations, six (6) were repeat violations from a 2007 compliance inspection that yielded a warning conference. However, review of that inspection report disclosed a warning letter should have been recommended during that inspection. Further, a recall inspection in 2009 disclosed no violations cited. Licensee has redacted traces since 2009 and a sampling of secondary market firearms yielded no trace updates. All untimely dispositions were reconciled nearly immediately and most ATF Form 4473 violations appear to be simple clerical errors. A warning letter and no recall inspection should be sufficient to ensure future compliance.
