AS redacted concurs with Alternate Recommendation : Violations, Warning Letter Only and No Recall Inspection . A compliance inspection of a dealer in firearms was conducted at the above referenced licensee. A warning letter is recommended in lieu of a warning conference for the following reasons: 1. This was the licensee’s first compliance inspection; 2. The licensee is a high volume dealer, 3.There were no missing firearms; 4 There were two significant changes in management when: a.The original manager, redacted, left the business in August 2015 to start another firearm business and redacted. b. redacted was arrested in early 2016 and Managing Member Jacob Duncan and Member redacted were forced to take over the management of the business for which they were originally only the investors. The reasons for the warning conference is due to the licensee failing to report redacted multiple sales of handguns and the transfer of firearms to redacted persons who although not actually prohibited at the time of transfer, appeared to be prohibited. Manager redacted stated he will ensure the Report of Multiple Sales or Other Disposition of Pistols and Revolvers (ATF Form 3310.4) will be completed when any customer purchases two or more handguns in five business day period and that transfers to customers marking prohibiting answers in the certification section will not be completed.
