IOI redacted recommends a Warning Letter in lieu of a Warning Conference. The only violation requiring a Warning Conference is a transfer of a receiver to an out of state resident. IOI redacted has counseled the licensee and his employees never to transfer a handgun or Other firearm to an out of state resident. The errors on the Forms 4473 are repeat violations but do not meet the criteria of the Warning Letter in the 2017 Firearms Administrative Action Policy and Procedures Order. Mr. Jarrett has several Responsible Persons on the license that work the gunshows for him; Mr. Jarrett has not been able to attend the out of area shows due to redacted Mr. Jarrett was very cooperative during the inspection and now fully understands his duty to ensure his employees understand the recordkeeping requirements under the GCA . On 10/30/2017, IOI redacted ran NCIC/NLETS and N-Force queries on all Responsible Persons with no prohibitive information found.
Warning Letter in lieu of holding a Warning Conference was recommended by IOI and Area Supervisor redacted. No recall inspection required. FFL to be inspected again in FY21.
DIO concurs with Lead IOI and Area Supervisors recommendation of Warning Letter and no recall inspection , in lieu of a Warning Conference and recall inspection. One violation was disclosed during the inspection that merited a warning conference per the Firearms Administrative Action Policy and Procedures Order. The licensee transferred a firearm (lower receiver) other than a rifle or shotgun to an out-of-state resident (Texas resident). The FFL was cooperative throughout the inspection and attends all firearm outreach seminars held by VA State Police and ATF. In addition, during the closing conference, Mr. Jarrett, owner, requested that ATF held an outreach conference with his employees to help enhance their understanding of the ATF laws and regulations especially military sales. The lead IOI received approval from the Area Supervisor and conducted a review of the GCA regulations with the owner and employees of Patriot Services, Inc.
