CONDUCT FIREARMS DISPOSITION EMPHASIS INSPECTION FOR THIS TYPE 01 LICENSEE. REFER TO IO MANUAL. CHAPTER C, AND THE ANNUAL CLEVELAND GROUP III DOMAIN ASSESSMENT. THIS INSPECTION MUST BE COMPLETED DURING FY16 AS REQUIRED BY THE DOMAIN ASSESSMENT.
On April 26, 2016, A/S redacted concurs was a portion of IO redacted recommendation. A ROV only minimizes the violation, however, a WL will firearms in the reinforce the violation cited. A Recall is not needed as this licensee is a very low volume FFL and only acquired and disposed redacted firearms last year and redacted in the last five years. A WL and No Recall in lieu of a WC is appropriate as the licensee did have 100% error rate on the A&D records that was corrected before the completion of the inspection
DIO does not concur with recommendation by IOI or Area Supervisor Violation cited for not maintaining A&D record since issuance of license in 2011 warrants revocation pursuant to ATF O 5370.1B. Taking into consideration that FFL maintained invoices and Form 4473s for acquisitions/dispositions, and that he is a low volume dealer, the DIO recommends an alternate WC with recall inspection within two years to ensure FFL is properly maintaining an A&D record.
