MAN - Conduct inspection to determine if the licensee is operating in compliance with Federal Firearms Laws and Regulations. Determine if licensee is properly marking any firearms manufactured. Determine if licensee is maintaining proper record. Advise licensee of all pertinent laws and regulations.

Due to the marking violation, the inspection results rise to the level of a Warning Conference. The recommendation for a Warning Letter and recall inspection is based upon the fact that the redacted untimely acquisitions were a direct result of deficiencies in the licensee’s internal controls. The licensee immediately corrected its internal controls procedures as noted in section 4 of the report. The two marking violations were the result of special requests and Mr. Hajjar acknowledged that he was initially unaware of the serial number format requirement but further stated that he now understands and will take corrective action to ensure that all future serial numbers meet the requirements.
An Inspection was conducted to determine if the licensee is operating in compliance with Federal Firearms Laws and regulations. The inspection disclosed three violations. The violations include failing to maintain an accuate Acquisition & Disposition record and for failing to properly made firearms. The results of the violations rise to the level of a Warning Conference, however I am recommending an alternate recommendation of a Warning Letter and recall inspection . The licensee failed to timely record the acquisition redacted firearms. The licensee's internal controls was evaluated and it was determined that the licensee was not recording the acquisitions until they were disposed instead of when they were manufactured. The licensee has amended their internal controls to record the firearms on the date it is manufacutered. The marking violation involved 2 firearms where an improper serial number was applied to the firearm. The licensee was instructed on proper markings for their firearms.
Concur with alternative recommendation of Warning Letter and Recall Inspection . Licensee believe he was to records the acquistion (manufacture) of the firearm at the time of the disposition . This was not observed in the previous inspection because the firearms were manufactured and sold at the same time. Due to lower volume of sales, the FFL has manufactured firearms that were not sold and, during in the inspection it was noted he failed to adqueatly enter the firearms manufactured/acquired into the acquisition record.
