ALTERNATE RECOMMENDATION : Licensee warrants a Warning Conference based on failure to accurately record 30.7% of total dispositions. All redacted discrepancies discovered for the acquisition and disposition record were duplicated entries resulting from Licensee’s attempt to streamline bookkeeping. Licensee failed to properly record firearms transferred from bound book A to bound book B, resulting in 352 open dispositions for redacted firearms physically present in inventory. All discrepancies were reconciled. No firearms were discovered missing. There were no indications of any firearm trafficking. Licensee warrants a Warning Letter based on failure to properly record any form of ID on less than 5% of ATF Forms 4473 and failure to a file multiple sales report for redacted form redacted). The current inspection was Licensee’s first formal compliance inspection. Licensee was cited for seven (7) violations. Investigators discovered redacted forms with errors out of 802 forms reviewed (9% error rate). An alternate recommendation for violations, warning letter only and recall inspection is proposed. Licensee was able to immediately reconcile all acquisition and disposition record discrepancies. No trafficking issues were discovered. Licensee warrants a Warning Letter based on the violations discovered. A recall inspection is recommended to ensure Licensee improves compliance with regards to acquisition and disposition recordkeeping as well as proper completion of ATF Forms 4473.
