Warning Conference conducted on 10/22/2015. Conduct Recall Compliance inspection in FY 2017
ALTERNATE : WARNING LETTER ONLY and RECALL - Inspection meets the standard for Warning Conference under the Adverse Action Policy. Licensee was cited for his failure to record acquisitions and dispositions in the A&D book and to complete multiple sale of handguns. Both of these are repeat violations. The licensee previously had a warning conference. An additional violation included the failure of the transferee to certify the ATF F 4473 (blank answers to prohibiting questions). This is also a repeat violations. JUSTIFICATION FOR ALTERNATE RECOMMENDATION: Although these are repeat violations, the number of instances of the violations has decreased since the last inspection. So has the number of total violations. The licensee was educated and receptive to the instructions. Licensee immediately put policy and procedures in place to ensure that these violations won't happen in the future. All firearms were accounted for. There redacted races in the previous 12 months, successfully completed by the dealer.
ALTERNATE : WARNING LETTER ONLY - NO RECALL The recall inspection meets the standard for a Warning Conference under the Administrative Action Policy (2/8/2013). The licensee was cited for a repeat violation in b[3] instances of failing to complete/submit multiple handgun sales reports involving redacted handguns- WL at Sec 6.c.(7); WC at Sec. 6.b.(18). Additional repeat inventory and form violations have fewer instances than previous inspections and do not rise to the level of administrative action. JUSTIFICATION FOR ALTERNATE: The violations do not appear to pose a risk to public safety. redacted who are are both local residents. The licensee said he was confused on the number of days that must elapse between sales before the form was no longer needed. He was receptive to the corrective action and put into practice internal control measures to prevent future violations. The licensee is located in far western Kansas and maintains an inventory of less than redacted firearms. redacted the estimated redacted firearms acquired/disposed annually.
