WL , ROV and no recall inspection recommended. A full onsite compliance inspection was initiated on 5/4/2016 and completed on 5/10/2016 in Stapleton, AL. The inspection disclosed 1 violation: 27 CFR 478.102(a) redacted instances the licensee failed to obtain a qualifying permit to utilize ILO of a NICS check. The licensee accepted, redacted instances, a AL Retired Law Enforcement Lifetime pistol permit ILO conducting a NICS check - this type of permit does not meet the exemptio quirements. A criminal history check was completed and no prohibiting information was found for either purchaser. Corrective actions and acceptable exemption pistol permits were reviewed with the Licensee. The licensee stated he now understands and will conduct NICS checks for purchasers with this type of permit in the future. A ROV was issued. A referral was created/submitted a timely (#2016 0026) after receiving information from the license concerning a company that may be engaged in the firearms business without a FFL . No missing firearms or forms were disclosed. A WL, with a copy of the ROV, was mailed to the licensee on 5/17/2016. No further field action is required at this time.
