However, this was Licensee's first inspection, Licensee received only one violation, the multiple sales occurred near the start of Treasure Terminal's firearm operations, and licensee properly submitted two recent ATF Forms 3310.4 for multiple sales. Recommendation is for violations cited, warning letter, and no further actions.
Agree with lOI's recommendation of Alternate from Warning Conference to Warning Letter and No Recall . This was licensee's first compliance inspection and failure to file ATF F 3310.4 occured during licensee’s first few months of operation. Since then, they have timely filed ATF F 3310.4's. No willfulness was disclosed
