Senior Investigator (SI) redacted with assistance from investigators conducted a compliance inspection of Wildcat Pawn & Gun, LLC (Wildcat) from September 6-9, 2016. redacted return on September 15 to verify reconciliation of the inventory discrepancies and again on September 21, 2016 to hold the closing conference. SI recommends issuance of a Warning Letter for the nine violations cited during this inspection. Although failing to file redacted Multiple Handgun Sale Reports could warrant a Warning Conference, SI redacted recommends a Warning Letter because Wildcat properly reported redacted transfers for the period and after reconciliation, all firearms were accounted for.
The licensee has been licensed since December of 2013, after a qualification inspection was conducted. This was the licensee's first compliance inspection. The licensee failed to file redacted Multiple Handgun Sales Reports. The licensee properly reported redacted multiple sales as noted by the inspection. The licensee was cited for redacted other violations, including record of acquisition and disposition errors, incorrect ATF F 4473s redacted ATF F 4473s with “yes” answers to (where the buyer was not prohibited) and redacted forms with secondary NICS information blank. The licensee averages over 3,000 acquisitions and dispositions per year and had 2500 ATFF 4473 for the previous year. Additionally, RP Shawn Phillips is instituting additional to provide more oversight and control of the records to ensure future compliance. The lead IOI and Area Supervisor recommended a Warning Letter in lieu of a Warning Conference. DIO concurs.
SIOI redacted made alternate recommendation of WL with Recall in lieu of WC . PI I sent to DIO on 9/30/16 recommending WL in lieu of WC.
