Alternate recommendation . Licensee was cited for six (6) violations of the Gun Control Act , including 27 CFR 478.124(c)(5) for not recognizing potential straw purchases . This may merit a warning conference or higher, however, licensee does not appear to be complicit in these potential straw sales. Indeed, some of the purchases in question may not have been straw purchases, but only appeared to be at face value (invoices, Gunbroker sheets, receipts had different name from buyer). This is also Stacy Wills’s first compliance inspection. A recall inspection is warranted to ensure licensee is aware of severity of possible straw sales and to ensure future compliance.
Agree with IOIs recommendation of Alternate recommendation from Warning Conference to Warning Letter and Recall in FY 17 based on following: Licensee was cited for six (6) violations of the Gun Control Act , including 27 CFR 478.124(c)(5) for not recognizing potential straw purchases . Licensee did not appear to be complicit in these potential straw sales. Some of the purchases in question may not have been straw purchases, but only appeared to be at face value (invoices, Gunbroker sheets, receipts had different name from buyer).
