On September 14, 2016, Industry Operations Investigator ( IOI ), redacted conducted a Firearms Disposition Emphasis Inspection at the premises of Barry R. Harper, dba , Wilson Hardware Co., Inc. The inspection covered the period between September 14, 2015 through September 14, 2016. The inspection disclosed six violations. Those violations involved 1) 27 CFR 478.21(a), in redacted instances; 2) 27 CFR 478.124(c)(1), in redacted instance; 3) 27 CFR 478.124(c)(3)(i), in redacted instances; 4) 27 CFR 478.124(c)(3)(iv), in redacted instances; 5) 27 CFR 478.124(c)(5), in redacted instances & 6) 27 CFR 478.126a, in redacted instances. Further, inspection disclosed two firearms on hand in physical inventory, 32 forms 4473 on file/reviewed, and four NTN provided by FBI- NICS . No further field actions taken.
On September 14, 2016 Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) Industry Operations Investigator redacted conducted a compliance inspection on federal firearms licensee ( FFL ) Wilson Hardware Co. Inc. Licensee was cited for six (6) violations of the Gun Control Act , including not filing multiple handgun sale reports in redacted instances for redacted handguns. Licensee was also cited ATF Form 4473 violations, all forms within inspection period had Items 31-36 blank. Violations merit warning conference which IOI redacted recommends; however, this is FFL's compliance inspection with violations. Licensee also stated they were unaware of multiple handgun sale reporting requirements. However, the number of forms with violations and lack of multiple handgun sale reporting is alarming, so a recall inspection should be conducted.
Concur with alternate recommendation to issue Warning Letter and schedule recall inspection within two-three years.
